3 years x 5 kids = 15 kid/yrs

$100,000 / 15kid/yrs = $6,667 per kid per year.

Sounds like a deal by today's standards!

If you assume that 2001 through at least 2004 is inclusive of 2001 then the number is more like $5,000 per kid per year.

My kids were both education though that same program. It is the PA Cyber Charter School. It works by taking the funding from the district that your kid went to and moving it to PA Cyber. It worked well, but I agree, if there were living in VA, they were not PA students and the PA school district should not have been paying for them to school in Virginia.
