ya i thought i was onto something too when i had that idea but there's so many god damn apps. even if it's off you can send it a text or call it from a landline and it will turn on. you can get it to emit a grossly annoying sound if it's in your vicinity or track it by gps if you don't know where you've lost it. there's even features where you can lock it or do a full erase remotely if you got compromising pictures of yourself on it etc.

Does that work if it's powered off?
If you insist on turning it off as someone else said attach a key finder thing to it. If you don't turn it off there are applications you can buy that will locate it for you.

Don't think it can power on a phone. It needs a data connection to be able to do anything to it. So if its powered off it wont be able to communicate.
