That's the most sensible thing I've ever seen CATO publish.
Don't let anyone say I'm not capable of recognizing when even the most ideological organization sheds its blinders for a moment and actually gets something right.

Funny, I seem to remember the Democrats blaming Bush when the price of oil went up for a while. Perhaps my memory is bad, or perhaps the Democrat's memory is bad. Likely a case of the Democrats hoping everyone else's memory is bad.

There are three kind of liberals;
Stupid, ignorant or evil
The result is always evil but the intent is not always evil. Not that it makes much difference in the long run.

Well, Bush's invasion of Iraq did push up oil prices, at least in the short term. That's just undeniable.
Beyond that, I don't think Bush had much impact either way.

What? Gas never went back and sustained its original price after Bush.

Bush explicitly promised during his first campaign that he could and would use his influence with the Saudis to convince them to pump more crude out of the ground which would in turn lead to lower oil (and gas) prices.
I don't think Bush could do much about oil prices other than not invading a ME country that wasn't a threat to us, but if you don't want to be blamed for high oil prices you probably shouldn't say stupid shit like that when you're campaigning.

Didn't he have deals worked out with the Saudi's though? The gas prices didn't go up as much as they should have because the Saudi's increased production to meet the rising demand.

Not just that, his retarded foreign policy was a great contribution to soaring gas prices as well. The only good thing to come out of 8 years of Bush was that he managed to do such an awful job that he got the first black man elected as president and destroyed the image and reputation of the republican party for years to come.
