The article talks generally about water problems and notes that England is starting rationing in the south April 5/2012 (for about 6 million people).
I thus think it does.

Uh, England by definition isn't Eurozone. You know, because they don't use the Euro and all. It's also two lines at the end of a report where the European body involved actively criticizes the approach of those companies in imposing hosepipe bans.
They are also still allowed to use watering cans and buckets. You just can't turn on your hose. It is not rationing at all. It is a restriction on delivery.

That is one time I dont mind...
This past summer when we had 100+ for like 60 days we had idiots watering their lawns at 2 or 3 in the afternoon, I think every one of them should have been ticketed daily.
