He's explaining their origin, which, if they're hoping to rekindle this awful franchise, is very likely what it's going to revolve around. Their origin is aliens. He's not saying they come from a race of space turtles.
Besides, Michael Bay can only improve upon such a terrible series.

The backstory is a very important part of it. If they are suddenly made offplanet aliens, it takes away a large part of the overall story. I know it may not seem like it, but you haven't seen the first move for a long time then if you think it doesn't matter.
