Well, if we knew for sure that it was going to go towards those who needed it the most, then yeah sure.
Unfortunately with North Korea, the "needy" will probably be the political elite and the military, not the starving peasants who are surviving on tree bark and grass. And its not like they're going to let the US or even the UN go there to observe and make sure that the food won't go directly towards their military forces and the people living in Pyongyang, and not the remote villages where people are starving.
You know the North Koreans will then just paint this as "its the US's fault you're starving to death!" rather than their really poor leadership skills. I wouldn't mind helping out North Korea, if they would keep their end of these deals, and not do stuff like build a nuclear bomb when they can't even feed their own people.
Let China feed them, seeing as how they like using North Korea as a buffer zone anyway. They can afford it now.
