The government is coercing private companies to divulge their trade secrets to doctors.
Without government, doctors wouldn't know what is in the fracking chemicals.

So you think the natural state of affairs without government is companies sharing their trade secrets?
Seems like the intent of the law is to help the companies keep their trade secrets while also allowing doctors to pinpoint the cause of a potential problem and treat it. The patient doesn't need to know the mixture of chemicals causing them headaches.
