No, you're again tying what is right lawfully to what is right morally

A non-action can be just as immoral as an action. Morality and ethics are all dictated based on perception of a preconceived possible outcome and how one decides to act upon that

No, it's not impossible ..The US has no legal claims on Syria or its people ergo any interference in its internal affairs is immoral since we are making a claim that does not exist and the suffering incurred from such meddling makes us culpable

No, again for th lack of any claim as stated before

Morality and legal claims are non-related. Morals are right/wrong decisions, good/evil etc. Ethical is probably the word you're searching for, it applies much more readily to the situation.

Any action that causes suffering is immoral .. our aid will bring about suffering as we saw recently in Iraq, Afghanistan and Libya
