Paul, what is the tiebreak for this game since there are no restrictions on (for example) taking the exact same 3 teams someone else takes?

Don't pick the same teams as someone else! 
No tie break necessary. If they both finish with the top score then the first one who picked first is champion and the 2nd one is co-champion.
