He fostered the development of the technology that we know now as the internet through legislation and incentives. Like Eisenhower did with highways. Eisenhower didn't "invent" highways but he was the driving force behind implementing the highway system in America through legislation.

The Internet existed before Albert Gore Jr was ever elected a Senator, I was playing my first MMO and downloading porn years before his bill ever passed a vote let alone became law.

I'm not arguing that he "invented" the internet. Highways existed before Eisenhower too, but there were no on-ramps (access) for the common man until Eisenhower had the foresight to push threw legislation. Same with the internet. There was no internet at my house or your house. Al Gore had the foresight to push threw legislation when others didn't. He made possible, threw legislation and incentives, the on ramps in all our houses. This is just a plain and simple fact.
