Sin's Forum has basically degenerated into the most depressing leper colony ever. The board goes kaput at least once a year, losing more and more people in the process.
Personally I think the stricter the moderation the more creative you have to get. Figuring out a way to say "Fuck you" without saying "fuck you" is a lot funner than simply saying "fuck you."
I too agree with this. Most humor is this way too. The comedians leave it up to the audience to figure it out without saying it directly.
Light moderation of the type we see here in the Outpost is my favorite.

Okay, as far as the complaint of the CSS style - correct me if I'm wrong, but it's more in the forum view, yes?

That does look a little - plain. The threads themselves look alright, as far as I can tell.
Feedback/suggestions on better CSS style for either encouraged.

Ya if you are going to call it the Outpost you need to make it the same color with some familiar features from the Outpost too Sinlock. Also you need to make it so everyone even the more radical posters like Fisted Puma feels welcome.
