Hiyas  To be honest, I do not think you can go solely by server pop numbers. Try us, you might like us  Stop by Holt as several allegiances are based there and you can usually rustle up some action. Truly...

A server that has a bunch of people who macro and do their own thing can feel small. A server with lower pops that invites new players and everyone to join in the fun can seem very big. I've seen both.
I'd much rather be on a server where people talk to you, you get treated like a honorary member of all guilds, and the server runs together. That's a fun game imo.

It's not like it was back in the day when you could log in at any time of day, and there were plenty of people...EVERYWHERE. Heck, I remember having to wait in lines of 10 or more people just to pick up pincers. Fighting in the citadel or BSD with so many people you were fighting just to get 1 kill. It could get pretty annoying at times. Subway was crazy at times, especially just outside portal in.
Now, at some times of day(or night), it is very quiet, but during the evening hours(for me) there is always a lot of chat, people questing, and it is not too crowded. Weekends are also pretty active.
It would be nice to have a bit more people, but not too bad, and still a lot of fun.
