I just made the halloween quest with 2 characters. When I got both hats, I muled them both on 1 character. I decided to change the version of the hats (cause i know it works). So i handed in BOTH hats, then talked to the npc... 1. change was fine as usual... but after i got back the first hat, the NPC won't give me a second...
i think i should call the FBI or better the homeland security...

You may get lucky with a CSR but yeah, they do that. I don't know if when you hand a hat in there is a temporary quest put in your journal, but that's basically the mechanism that is used to keep track of these things. So when you handed in the second hat it erased the "memory" of the first hat you handed in. Sorry for your loss.

No. How was he supposed to know? The NPC/Quest should have been coded not to accept another hat from a character until the transaction with the first hat was finished or the Quest journaling system should have been designed to properly resolve multiple identical quests.
