I'm creating a hunter and planning on going 50 bow. I understand that dex = bow damage... but does a kobold's +20 dex advantage over a norseman make a big enough difference that kobold should be the automatic choice, or should I simply do as some people say and "go with the toon I like better"? Any input appreciated!

If you absolutely have to have the highest possible damage go with the race that has the most dex. However it's not really going to be a huge difference and you might have to accept a trade off in other areas, somewhat less HP and damage with melee weapons(not sure if Mid spear is all Str).
So if you're going to be pure sniper and avoid melee at all costs a Kobold would be marginally better plus it's smaller and IMO smaller makes you a little harder to target/see.
In the long run many classes don't vary all that much with race selection but most people will usually go with the one that's even marginally better.

For Hunter - go with race you want to play. Spear is 50/50 Str/Dex and you'll get high enough Dex regardless of race.
Valkyn has the extra 5% base resists (in cold) but both Valk and Dwarf have 5% Body Resists which would be better choices from a purely min/max point of view over worrying about the starting Dex stats IMO.
Kobold is the worst for starting racials IMO ... Crush and Energy ... pfft ...

I am norse at rr 7 and I have a Guild member that is Kobo at RR 8 Dex is comparable easily made up for in RA/gear. But his Kobo cant touch my Norse in HP. Keep this in mind as well. You WILL get into melee you WILL take hits IMHO I would rather have the HP to take the hits. If you are zerg serfing/a lab rat Kobo is the way to go get the DPS out as fast as you can. If you plan to solo/hunt in NF even grouped Norse is the obvious choice for me.

Nydirech RR9L0 Hunter ( will never retire)
Kittyclawsgotcha RR6l7 Savage (Thanks Galandour)
And riseing fast
If it works use it.
If you spent RSP for it and its up then its fair use.

This raises an interesting point...
According to Charplan, a norse with full buffs and max item bonus will have 2133 hitpoints, while a kobo will have 2061. If you take these two and give them the same realm rank and same gear, it seems like the difference in hitpoints is only minimal. Is there something I'm not figuring in?

HP difference is minimal. Con isn't really a factor when i pick a race, main stats are however.
I have not confirmed this myself but i've heard the dex you'll want to be aiming for with a sniper setup is in the 390-395 range (probably 392). A kobold can reach this with minimal RA points invested.
A norse will perform better in melee due to slightly higher HP and better racial resists. They are also the better choice if you want to go sword over spear.
