So how does being a CSR make him qualified to be a developer?

well i'd asume knowing how to program would qualify him as a developer...

What makes him qualified to program. How does being a csr qualify one to program?

maybe, he knew how before becoming a CSR, or he was learning while being a CSR...

people dont just inately know how to be a developer... they learn.. and while learning they still have to make money doing something else.

Great, then let's see what he's learned, what classes he's taken, what programming he's successfully completed, his degree, etc.
