How is it out there? Is it even worth coming back? I planned on rolling a Frostalf Thane.. 50 SC/Shield.. Thoughts? Concerns? Flames? Whatever suits you, post it here.

Yep, it's worth returning. Whether or not a thane is worth it is a different matter 
The thane is a great versatile class, but it's not the easiest class to play. Add to this the recent "shield nerf" which affected the thane quite a bit (slam has been reduced from 9 sec to 5 sec duration, and evade/block now suffers a penalty vs dual wielding classes).

Yeah I heard of the nerf, which is why I wanted 50 shield.. How about a S/S Tank? Those still under-estimated?

Don't roll Mid.
Hibernia is starving for players, and the frontier has turned into 500 Mids roaming, looking for small pockets of Albs to fight.
If you want to RVR a lot, and not just roam endlessly, join Alb or Hib.

I was honestly thinking of a SS Pally.. Was also curious to know if scripts were forbidden? (To run chants)

I have 50's on all realms. I was thinking to play alb but if hib is starved out that's an option. How low is hib pop though?
I had my eye set on my arms with 42 shield/pole spec. If slam is 5 secs though that's useless.
