Because strength affects their damage, and quickness doesn't matter since most of the interrupts come from insta abilities and not meleeing, which will be done with a one hander anyway.
Thank you. I use Astral Hammer on my Skald running Hypnotoad's template. Don't play her much until next Spring break when I want to get her to RR5.

That would be actually kind of interesting and probably not imbalance game. Because archery damage is dex based.
