BTW, the page from the link only says up to dragonslayer armor and weapon.
From what u have said, does it mean I can ask those who is eligible to buy the myth for me?

If you have done the quests for the armor and weapon - rather than bought them, you should have access to get the dragon myth quest.

took about 10 mins, instead of QQing about someone not helping (which wasn't the case at all) perhaps help them yourself if you can do it so much better.

I meant if someone already done the quest and there is no limit on number of times of acquiring the myth from merchant. Can I simply ask that player to get it for me provided it is tradable?

Im pretty sure its repeatable, not positive though, but its definitely tradeable/sellable. So yes, if someone was willing to do that for you, given its repeatable(which im 99% sure it is) then they can trade it to you.
But you have to kill Golestandt or Draco to turn in the quest.
Edit : Or Zhuruthul(sp?), Xanxicar.
