it was locked because you posted they were out before they were offical, thats why it was Locked: Premature

memlocs aren't considered official until a decal dev posts that they are up.
regardless of if they are on the server or not.
The point is that no one but a decal dev should be posting that the memlocs are up.
(because although the file is there, as you can see, it's not ready)
the reason only decal devs can post that memlocs is up is because of problems as you're experiencing now. They aren't ready.
