That is adware/spyware. See if you can get rid of it by using one or both of these programs:

Ad-Aware

Windows Defender

Also, be careful about what programs you install. Chances are it came bundled with some "free/ad-supported" file-sharing program, screen saver, smiley pack, etc.

This isn't anything on your PC. It's just an advert pop-up. I've seen them before, but I now use Firefox with Adblock for a browser instead of IE.

That may not be true. Some of the spyware does install itself on your system and will give you plenty of pop ups when the spyware detects a connection to the Internet. Some of them actually replace the explorer shell in the registry with themselves making them a real beast to try and get rid of.

^ Quite true, but this advert I've seen. Exactly as described. It's really annoying.

I stopped it popping up on my other PC by uninstalling Flash.

that's like cutting off your whole finger because of a hangnail.

just because certain adverts are targetted toward flash campaigns (because the power of flash) doesn't mean that you should uninstall flash to get rid of a couple lame ads. It's far better to install Ad-Blocking software which can be configured to block whatever you want. I use FireFox and Ad-Block and haven't seen an advertisement (flash or otherwise) in ages... and when I do see a new one, I simply add it to the blocked list.

There are many ads that are like what Medusa mentioned. Some are delivered by popups from websites; others are delivered by adware, which can do things like open popups to show you its ads.

I think uninstalling flash from your machine is a good idea.

the next step, of course, would be to create a virtual pc environment to do web browsing in, and reinstall flash there.

I still have flash installed on my machine, because at the moment I am not yet prepared to take the next step -- isolate web browsing to a vm.

I personally found I rarely used Flash for anything other than displaying ads. I uninstalled Flash and I do not miss it. Now I get beeps saying I can not display my ad, please install Flash...
