I systematecally disabled services today, and decal works fine when DecalFileServices is unchecked.

that would seem to me that you have a corrupt DAT file then.
the DecalFileService is the one that does the interconnection between Decal and the .DAT files. Without that, Decal essentially doesn't load images, or anything else.

Still more fun.
Each of the programs runs ONCE, then locks up the next time the game is loaded.
How do I uncorrupt my .dat file?

copy new ones off the CD or off the Turbine Website (if they still exist there) then log in and let em update.
