Is there a ~standalone~ plugin that will allow me to track and document all the portal ties (and lifestone ties) that my characters have?
For example:
Character: name
Primary Lifestone: coords / name
Secondary Lifestone: coords / name
Primary Portal Tie: coords / name
Secondary Portal Tie: coords / name
Where the character name is recorded on login
The primary lifestone has to be recalled or typed in manually so that you can just put 'Candeth Keep' instead of coords.
The secondary lifestone has to be recalled or typed in manually so that you can just put 'Candeth Keep' instead of coords.
The primary portal has to be recalled or typed in manually so that you can just put 'Subway' instead of coords.

This would allow me to see where all of my characters are tied, from any other character.
If not, anyone up to the task of making one?

As far as I know, only GoArrow. Not sure what you mean by 'standalone'.

By standalone I mean a plugin that doesn't make arrows, scan your inventory, buff you, detect monsters, slice dice julienne AND track your portals.
Just track the portals.

GoArrow tries to track your portal ties for the purposes of route finding. It wasn't intended to be use for bookkeeping like what you're requesting, but I guess if there's nothing else out there that does what you want, it's close.

This is the first time I've heard of this. Can you give me steps to reproduce the problem and/or describe what happens in more detail? Does it happen to anyone else as well?

Well.. I'm not sure if it keeps losing them, but it keeps telling me that it's storing it whenever I allegiance hometown or portal recall the first time that I log on a character. No biggie.. it works for what I need it for.

It does the same for me. I don't think it's every time, I usually just ignore it. Heck, GoArrow does quite well 99% of the time 
I was having an issue with GoArrow where the arrow HUD would not come up, I would have to log out and then back in, but this patch, it seems to be working perfectly

The problem I have seen with the lifestone ties is that it seems to save it on a character and then if you log in another character and use the ties and they are different, it will change them. Basically, it's like it doesn't take into account multiple characters with different ties.
