Mostly a scanner that would put everyone under you in an XML file or something. You can see patrons and the vassals under them. Would be nice to have details on each character.

Not true. It has been done 2 or 3 times at least.
I'd tell you to check out "Allegiance Scanner" but the website seems to be gone.

I worked on one several years ago before I quit. Now that I am back, I'll take a look and see how far I got. I think I had the scanner part completed with output to an xml tree...

Still no luck finding Allegiance Scanner. I have been told there is a working copy no one seems to have it.
