When you select/deselect plug-ins, Decal makes a registry setting(s) change so sounds like Comodo was preventing it from happening.
Glad you narrowed it down to Comodo, now either replace it with another AV progy or check it's documentation on how to put Decal as
an exception to make registry changes.
