You could also try turning off UAC, run the test, then turn on UAC. That can tell you if it is a permissions issue.

start /msconfig -- tools/change uac settings for that... I had a hard time getting decal/dual client to work and I had to do all of the following.
Right click your acclient.exe file and apply run as administrator.
Above mentioned above disable UAC.
Client kept crashing when I would try to log off/in other chars so I am running acclient as winxp service pack 3.
Also installed decal/all plugins/dual client not in program files.
