Your video driver is not that old, but it wouldn't hurt to go to Ati's website and get the latest driver for your video card.

Try using Process Explorer to see if Decal is actually injecting. Just download and run it after starting AC with both methods of injection and see if Decal.dll

If it's not injecting properly, try using Dual Client to see if that injects Decal properly.

Edit: OK, I thought process explorer was capable of loading the module list, but it doesn't seem to be able to. Any debugger should be able to, OllyDbg is free and will do it. Visual Studio (express) is also free and can do it. The procedure is basically: Attach debugger to AC process after launching it, then look for modules somewhere in the menu. I can give you exact directions for Visual Studio if you want to download that and use it.

Edit2: Actually Process Explorer can show loaded files (which it gets from the modules list) and you can use the lower pane to look for Decal dlls to see if they have actually been loaded.

You Sir are the bomb! I now have decal on my second PC. Using dual Client did the trick!
