There are some "private" plugins that do this. And it is possible to tinker around with vtank to accomplish this.

I don't understand the request - can I take a 250k, 100 unit bag, add another 10 units (still 100 units) but make it 300k?

The idea is to fill your inventory with 400k bags of salvage while unattended. Normally, if you were salvaging while unattended the bags would fill up but not be close to 400k in value.
It's possible to split bags into smaller bags of salvage. There's a for-pay plugin that costs something like $15 out there that does this and combines them into bags worth 400k each. I've never used it.
I believe you don't want salvage augs if you're doing something like this, because bags fill up too quickly, but I could be wrong about that.

Salvage augs actually make it easier. The augs actually let you get a higher value out of an item when salvaged. A fully aug'd/maxxed salvage skill allows you to get 25-50% (can't remember exactly) more value out of an item. So if you salvage a coat worth 10k, the partial bag would have a value of 15k.

True, but along with the increased value you get many, many more units of salvage per item salvaged. That might work out to counteract any gains from the increased value, since the object is to save inventory space instead of to collect full bags of salvage. If the goal is full bags of salvage or the most money for the least time invested in salvaging, then salvage augs are absolutely the way to go. A UCM player has effectively infinite time, what they lack is inventory space. I suspect salvage augs for that player don't make as much sense as they do for you and me.
