For the past 2 days I've been looting any cloak of any level with a set id >= 84, and have looted 0.
I think turbine simply forgot to add them.

I've had the same results. It's odd that they forgot to add skills like Run and Jump. Not that I'd use a cloak with either of those two skills, but it's odd nevertheless.

not to be a noob, but is there any place that does a good job explaining what the numbers mean?
As in: T: Cloak >= 4

Just select/copy each block of text, then click the little clipboard icon in virindi classic loot editor (It's the second icon on the right, right under the file menu), and it will auto paste that rule into your profile.
