Please try it out and provide feedback. This one should be better about removing itself for downgrading. If it fails, please use the decal reg cleaner and report any issues.

I don't click random links ending in .EXE unless they involve offers of monkeys that dance on my desktop.
Also,

I downloaded setup.exe to my desktop of a windows xp vm.
Upon launch i get:
Decal 2.9
! An error occured while downloading a required file. You may retry downloading the file or cancel setup.
When I cancel that, I get:
An error occurred trying to download 'http://www.decaldev.com/releases/2966/decal.msi'.
See the setup log file located at 'C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp\VSD1.tmp\install.log' for more information.
When I manually goto to http://www.decaldev.com/releases/2966 and download decal.msi everything seems to install fine. Rebooting now, Stay tuned...

Yep, setup.exe works now. I used a 2nd XP VM which was a clone of the 1st XP VM from before I installed 2.9.6.6 on it using the msi.
And 2.9.6.6 itself seems to be running just fine.
Is that all you needed?
