To me there is a difference between dating and exclusive. I dated a lot of people that I never told anyone else about. I don't really tell anyone about anything until we are only seeing each other.
This is the way I have always taken it. You are free to see whoever while dating. Til you have the talk and become exclusive.

Usually after the 3rd date I send newsletters out to all acquaintances declaring the status and details of the relationship with feedback and complaint forms attached. If enough votes are eventually collected for the relationship only then can the dating partner in question be granted a girlfriend title, after which the respondents still have an impeachment process they can enact if they feel the relationship should be terminated.
