He's not 3rd tier innately. Yeah, he's 3d tier with no help on offense besides a RB and 1 good RT and no consistency in the offensive system. Get back to me once he's spent 3 years developing in one system with a real #1 WR and a competent Oline and coaches that can develop offensive talent.

I was a Dallas fan back in the 70's. Pretty good times. Have been a Bears fan since 1980 when I first moved to Chicago however.
