it's sad, but from this picture, I have no idea what's wrong with the baby or how serious it is.

Found the backstory on the picture from reverse image search:
The baby is Peyton Garner, and at 6 weeks old he contracted pertussis (whooping cough), likely because someone he was in contact with was not vaccinated. After lots of misdiagnoses, he was finally treated for the condition, and was released after 7 days in the ICU back in October of 2009, he's perfectly healthy now, and his parents are working to spread awareness of the importance of vaccinations as a result.
