This sounds like a job for a private military company. In the 1960's, PMC's kind of like Executive Outcomes and Blackwater rampaged through Africa putting down armies of drugged up rebels rather easily. A famous now defunct PMC named Executive Outcomes did some extraordinary things about 20 years ago, look them up on wikipedia to learn about some of their exploits.

It's a scam.
Not-for-profit that is supposed to be "grass roots" that is running the campaign has a budget in the billions.
Most money just goes to supporting staff salaries...
