spray adhesive to hold it around a curve, like most of them have, and staple at the edges under the edge of the trim.

You may want to talk to a local auto upholstery shop. A 1998 car is getting old, the foam material that is between the liner and backing board could be disintegrating which means that any solution other than replacement won't work or if the disintegration is not too advanced then Aons type of solution may work but will likely be a messy PITA.
There are shops that specialize in this and could make a much less painful affair that doesn't really cost that much.
