according to that article the kid posed no threat to the mother or officer.
the mother and officer should be arrested for endangering a minor.
force may only be used to repel the and subdue the attack. if you bring a knife to a fist fight, you better be prepared to justifie the reasons why you used the knife.
in that instance, the ambulance should have been called to deal with the child. if the child then posed a threat to the emt, officer or the mother then force would be warranted.
edit- also to note, the mayor and the counsel did the right thing. even if the mother said to the cop to taser the kid, the officer made the wrong judgement call and that town can be looking at a big lawsuit

I was nearly that tall, not quite that weight at age 9.
My cousin's kid his about that too, but he's about 6'2" 200lbs at age 14. He's had a hard time growing up as he's always been a large tall kid.
