This world is way overpopulated. I would like to see negative population growth for some time.
Unfortunately, something like this would never really work in the real world. Corruption, greed and all that(whoever ends up in control, you know you didn't want THAT guy). Not to mention the instinctual need some people feel to breed(rules be damned). And who gets to decide when the population has now reached ideal levels?
The answer is to colonize other planets and spread like the plague we are.

You will never get the nations that need population control to buy into it, so we would just be checking our own growth, which has already been checked.

Nope.
I have nothing wrong with incentives (tax or other policy) for certain number of kids... I think once you start trying to control population expansion you usually do some pretty horrific things to marginalized people in the name of the "greater good".

yes. having a baby should require a license and graduation from some sort of baby raising school. if you don't earn enough money to comfortably support yourself, you don't get to have a kid. if you live in the projects for more than like, 5 years, you should be sterilized.

The only thing worse than not having population control, is having population control.
This is one of those ideas that may look good on paper to some but ... lets say no.

This is similar to -- you could solve all kinds of debt problems, population problems, health care problems, pension problems, etc -- if you just exectuted everyone over 60.

world would be better yes, but i don't think a government should try to control its population expansion through any kind of laws. i would be in favor of education to achieve it though
