If the offense goes into a hurry up offense without substituting, then the defense doesn't get any time to send in subs.
If the offense changes personnel then the ref has to give time to the defense to send substitutions on the field.
The new proposal would
immediately stop the play and make it a 5-yard infraction.
Its only a play if the ball is snapped, so therefore they would rule the play dead if either team has 12 members on the feild when the ball is snapped. This way the clock stops immediately instead of the play being ran and eating up the clock.
Sorta like Encroachment causes the play to never begin but offsides allows the play to continue.
