Just like the purchase orders I create aren't legally binding agreements, either.

if it was illegal they should have blocked them,but legally they couldnt.

the NFL puts out to not ABUSE the lack of a salary cap.
the two teams had their contracts done up, and assuming you are right about the NFL approving them, and they go along because there is no salary cap.

the NFL determines that the team abused the salary cap.

Jones did not say a single word about the memo that he accepted.

let the courts decide, but the players have a MUCH better case than the two owners. players had a binding contract that had no hard limit but the NFL put a soft limit in.

then why did they approve the moves to begin? the nfl could have kicked them back and said rework them, but they had no legal grounds to do so.
and unless there is a clause in the new contract that makes it retroactive, then what grounds does the NFL have to stand on?

if that company is a contracted supplier then it is but if its a open source purchase it doesn't mean crap, if the company doesnt want to or have the means to fill it.

Yes

The memo might be binding depending upon the contract(s) between the nfl and the franchises. If the CEO of burger King puts out a memo that says wear red hats is that obligatory? I don't know you have to look at the contracts between franchise and franchised.
