someone posted a command line you type out into the game interface that raises or lowers the amount of ground effects like with consecration or hellfire.
anyone remember that thread?

Try this:
/console SpellEffectLevel 5
That will lower it to negligible. If you do 5000, the effects are amazingly dense. I do NOT recommend raiding with it set to 5000. The spell effects like blizzard and rain of fire from multiple targets will crash most PCs. On the upside, if you are soloing or doing a 5 man, blizzard/RoF/Volley looks SWEET with it set above about 1000.

Thru trial and error, I have discovered that normal setting is about 20. But then again, I used to run with the spell effect slider on the video settings at minimum.
