Was running some quests out in Howling Fjord and found a Sturdy Treasure Chest, opened it up, got a level 75 BoE blue and 24,600xp
Guess it gives a level appropriate (sort of) BoE blue, and level appropriate xp. Pretty sweet, really.

Found 3 Silken Treasure Chests in Zul drak.. very random places.

Could you expand on this? I hadn't read anything on chests being added back to the game. I thought they were removed a long time ago because of cheaters abusing the system.

They are just randomly spawning chests with loot and xp!

They have indeed added chests back to the open world, and removed the dwarven racial to track them.
