It says updated the 14th but parts of it were actually added yesterday as far as I know.
Such as..

Set Bonuses

* The PvE hunter 4-piece set bonus has been redesigned. It now reduces the cast time of Steady Shot and Cobra Shot by .2 seconds.
* The PvE warlock 4-piece set bonus (Fel Spark) now increases the damage done by the next 2 Fel Flame spells by 300%, rather than increasing the critical effect chance of one by 100%.
* All PvP 4-piece bonuses have had their flat stat values cut in half. Primary stats are very powerful in Cataclysm, so much so that players were considering using PvP gear in PvE just because of these primary stat bonuses.
* The PvP priest 4-piece set bonus has been redesigned. When Power Word: Shield is cast on the priest, movement speed reduction effects are temporally suppressed for 4 seconds.
* The PvP warlock 4-piece set bonus has been redesigned. It now reduces the cooldown of Death Coil by 30 seconds.
* The PvP warrior 4-piece set bonus has been redesigned. It now reduces disarm duration by 60% (does not stack with any Weapon Chains).

A whole whopping .2 seconds? Yeah that's a game breaker, what kind of idiot goes to the trouble of making such insignificant changes? They Dev's must have to meet some kind of change quota or something.

Take a moment.....breath......learn to read......hunters were running four piece pvp gear over tier 11 for the focus regen. If you're actually shocked Blizz is making a change because they want people to get pve gear for pve then I don't know what to tell you. Not exactly new.

well the question would then become how much haste would be needed to reach that next plateau of filling in a 4th cobra shot in between explosives. Does it make it more realistically attainable?

What are you talking about? If that were the PvP bonus, I would agree. But .2 seconds PER? I never liked my hunter, but isn't cobra shot your filler? That's .2 seconds off every single one of your filler shots? That's pretty damn nice.

It's around a 15-20% cast time reduction for about 20-25% of a hunter's DPS.

It is and it isn't.

For the most part it just creates a half second or so of stand around time. Current minimum haste goal for hunters is a 1.66 cast time for cobra shot. this = about 6.325% haste. anything above that is cushion or stand around time if you will until you can get cobra to 1.33 secs or even better 1.25 secs.

What are those plateaus and what do they mean?
1.66 means 3 filler cobras and 1 explosive shot or 2 cobras 1 BA and 1 explosive.
1.33 gives us 3 fillers 1 instant (arcane or BA) and 1 explosive shot.
1.25 gives us 4 cobras and 1 explosive shot or 3 cobras 1 BA and 1 explosive shot.

Pre .2 second buffage this means the following.

1.66 = 6.325% haste
1.33= ~ 32% haste
1.25= ~ 41% haste


The last one is impossible with current gear. The 1.33 is as well. I'm not going to bother working the numbers out but what the .2 second reduction would mean is that the 1.33 would be semi-difficult to achieve with advanced gear 16% haste or so. The 1.25 number would still take quite a bit of haste stacking.. but would be possible at probably around 24-25% haste (approximation).
Someone else can calculate it exactly should they desire.
