They nerfed frost damage, then they upped it, now they are nerfing it back...again. 	Demorak posted: Wasn't Drain Life just nerfed by a large margin a week ago? It's the same nerf they're just finally making it official. It's the same thing with the nerf to healing surge for shaman. They added it in without saying anything and let people wonder if it was a bug for a few days now they're letting people know it was intentional.
