Due to some recent player feedback we?ve made the decision to implement a hotfix that will put Valor Points back on the bosses in Blackwing Descent, Bastion of Twilight, and Throne of the Four Winds (except Argoloth).
We agreed that players should have some additional options for earning Valor Points beyond Firelands, Zandalari dungeons, and tier 11 Heroic difficulty raids. We don?t want raiding guilds to feel like they have to raid Firelands AND the old raids every week, but we do want players to feel like they have some options besides running ZA/ZG over and over.
Bosses in these raids will award 35 VP on 10-player normal difficulty, and 45 VP on 25-player normal difficulty, to match the rewards currently offered for the Heroic versions of those encounters.

Didn't you get points for Naxx even when ICC was the top raid? If so, one wonders why they would change the mechanic this time around. New guy on the dev team maybe? Didn't get the memo?

whats dumb is the low amount of valor they are giving.. you get 35 a boss in a raid.... theres 6 bosses in BWD and you get 210 valor... or you run 2 Zx heroics and get 280 valor... i mean it's nice of them to give it to us but up the amount a little so theres more incentive to raid the older content.

No, you've got it all wrong. Naxx didn't give frost badges when ICC was out.
If we use WOTLK terms, it's as if all raid bosses gave Valor badges except ICC, but then people complained that the last bosses in TGC were still really hard, so they decided to give some of the last bosses Frost badges instead of valor.

You can buy this gizmo much cheaper than WoW and get the EXACT same effect:
