I would say so. I returned to WE about a month ago after a long absence and am enjoying my stay. The population is low enough that you don't have to fight over leveling spots but high enough that you see other people on a regular basis. The community is friendly and coordinated enough that you can get done what you need to. That's my experience so far, YMMV.
