I've only helped kill him once or twice since his encounter was made significantly harder a couple of years ago (when the rock crystal mobs were added) so I'm not sure about the answer.
But he's definitely raid material. I'd think you'd need at least two groups and maybe more. In earlier years, people used to kill him with a necro and cleric.
These instructions from summer 2010 for RvR servers (alb toons only) look pretty good. I don't think Xanxicar has changed since then:

Lastly, SCOUTS!!!! lots and LOTS of them, scouts completly annihilate purple mobs because they hit like casters but cannot get resisted, have them use heat or cold shot (whichever type of wizzy you have as MA) and those rock dudes with drop like flies.
Once you get them down just drop everything you can on the dragon, but make sure that tank keeps aggro, make the main tank group with ALL tanks so the two clerics/other healers can each have 2 or 3 tanks protecting them so they do not get aggro.
Tank group should look something like 2xArms/2xMerc/Pali/Cleric/Cleric/(Tick/Friar) have an arms and a merc protect one cleric and the other arms/merc protect the other, have the pali protect the last guy. Send that whole group in to fight the dragon, keep the healers at a little range so they don't get aoe'd but pretty much have them in the middle while everyone else clears the adds.
Another option might be to have someone Suicide on Xanxicar to force the rock spawns and then have the whole bg take out that first wave before actually tanking him.
