Since the HoF is voted on by reporters and members of the media I say without a doubt Warner is in. He is well liked by reporters/media and his numbers justify him getting votes so I can't see them not putting him in.
Getting on the wrong side of the media can prove to be detrimental and all one has to do is look at the case of Art Monk who was inducted until his 8th time (or something like that) of eligibility.

edit- I think an even more interesting case in Donovan McNabb. Right now he has close to Warner's numbers. His completion percentage and yards per attempt are significantly lower than Warner's, but his TD to INT ratio is better and he has all those years of being a good rusher as well as a passer. He has been to multiple conference championships and a Super Bowl, and he probably has a few good years left. But short of winning a championship I think he needs another 10-15k yards and 80-100 touchdowns to be considered a Hall of Famer. It'd be interesting if he ends up going to replace Warner... I think that'd be a good fit.
I live right outside of Philly and prior to Vick newest problem of possible steroid use it was thought by most of the local media that McNabb would go to either AZ (if Warner retired) or SF or maybe Buffalo. And they would let Kolb start with the safety net of Vick as the backup. I doubt that will happen now but we will see. As for McNabb himself without a ring I doubt he gets in.
