I actually prefer the first one, yes, it could be cropped a little better but the clouds and lights are just stunning. There isn't as much interesting stuff in the second one, so you aren't drawn in to it as much.

Actually, I like the first one much better. More lights from the city make it more interesting. The swirls of light and dark in the clouds are very dramatic. The second image loses the city lights and the interesting parts of the clouds.
I don't mind the crop of the first one at all. The only thing I'd change would be to raise the horizon a little bit on the right.
