I've only found 2 lvl 4 capes so far. They seem pretty rare. Will be tough to get that perfect lvl 4 cape. Only 1 is useful really - Life Magic Bonus + 20 to all skill surge.
I think the "ring" spell cloaks will be best for a melee. Makes things really interesting in both pvm and pvp. Say you are fighting olthoi with a blug rend ua - and you have a blug ring cape. I assume when the ring spell goes off, the blug rend ua acts as a rend would with a wand. Or say you are pvp. Your target is imped and vuln and you are using a CB slash sword. Rock a slash ring cape - If the ring spell goes off while close to the target the additional damage could deal an easy death (if a crit happens, CB sword wielded - the damage on the ring would be very high!)
All really interesting - Congrats to the AC team for coming up with yet another interesting, enjoyable, and fun addition to the game.
