Where does one get this, and how hard is it? Can a rusty 188 melee and 155 war mage doing it?

Mage yes, melee no
Melee needs to get the paradox weapon

You can either use the Feb coin to get it, or talk to mancer and he can run you in there or catch a ride with Berek or Braniac when they do their runs.

If you can survive the run you to the queen room you can solo the queen with the right wand.
