I'm guessing this guy is using unsecured wifi on his router and noticed his neighbors leaching. So he changed the SSID name on his router to "bring cookies to apt 204" and voila, free cookies at his door step.
Of course you could also open the door and find a police officer with a search warrant looking for pirated software, movies, and illegal porn.
So maybe not the best scheme to get free cookies.
